This VHS was labelled April 28 1995. I already had this show on DVD from a long time ago labelled April 25 1995. Neither had any details on venue, only that it was in Detroit.
Looking carefully, the venue's name is present along the bottom of the stage (not visible in the screenshots below).
Using now the full location details, I was able to locate a show on an old VHS trade site listed as "Anal Cunt Old Miami Detroit MI 3-28-95 27 min", which now gives me three dates for this show:

1995-04-25
1995-04-28
So that's two times it has traded as "the 28th" and two times it has traded as April. Looking at the other Top 40 Hits tour dates, I'm confident this is April. Not so sure about the 25th/28th, but I've gone with the 28th as it's been listed twice with that date.

Comparing the two versions I have, the old copy runs longer (27:14), with more pre-show footage, but this version is overall better quality, and has 4 more seconds at the end of the show.
Both versions look better when the video is playing than these screenshots make it look.
